Configure gets confused by some gcc builtins on Win7: Disable them so that configure finds the right settings.

The last contributors here, Josh Sled and Chris Lyttle, have put their
code under "GPLv2 and GPLv3" license, see r22063, but I'm too lazy to
look up the copyright holders on the file as a whole so I'd rather remove it.
If someone wants to add a similar packaging file again, feel free to do
so, but please don't use GPLv2-only code to do so.

The problem is that the first run was creating the slib catalog. This introduces a script
to do that as part of installation, guaranteed to be run as an admin user.

Update Gtk+ to 2.24.8 for Windows, to pick up da756d51 (win32: fix gdk clipboard).
Rewrite gnc_item_edit_cut_copy_clipboard and gnc_item_edit_paste_clipboard to use gtk_clipboard functions instead of the lower level gtk_selection functions.

Guile-1.8 carries its compiled-in prefix which needs to be overridden with
GUILE_IMPLEMENTATION_PATH when that directory doesn't exist.

Move WebKit to install into dist directory before Gnome, and install the locally-built
libxml2-2.dll; also the locally-built pixman, since it seems silly to custom build it
and then download a precompiled one for the distribution.
There's some cleanup in here from the gnucash.iss.in and GCC/Guile changes as well, because it's
harder to separate changes in a single file into multiple commits with subversion.

The Guile 1.8.8 patch is mostly brought over from trunk, with the addition of fixing a bug which prevented loading slib. (This was dealt with on trunk by eliminating slib.)
