Sarah French 411840f9e8 fix: Clarify error text when -backend=false and -safe-init are used together. ... I made this change after investigating an edge case: when would the PSS provider not be downloaded yet? That only happens if the config contains use of `state_store` and a user runs `init -backend=false` before performing a full init. If the first ever init in a PSS-using project has `-backend=false then there is no backend state file and Terraform uses a local backend by default. This means the state storage provider is downloaded and not used; users have an opportunity to verify the downloaded provider binary before it's used to access state, so -safe-init isn't necessary here.		2 weeks ago
