* fixing AWS ECS placement constraints

* correcting AWS ECS task definition doc

* reverting unnecessary change to resource_aws_ecs_task_definition

Expands upon #11446 from @bgetsug

Adds:
 - Acceptance Test
 - Improves `nil` check on constraint expression
