terraform: util.go is now semaphore.go

The previous commit removed everything except the Semaphore utility from
this file, so we'll now give the file a more relevant name so that it's
easier to find the Semaphore utility and also so it's less tempting to
use this file as just a heap of miscellaneous stuff.
