Implement SQLite-based TSDB subsystem

Add time-series database extension to ProxySQL_Statistics with:
- Three SQLite tables: tsdb_metrics, tsdb_metrics_hour, tsdb_backend_health
- Automatic downsampling from raw to hourly aggregates
- Retention management (7 days raw, 1 year hourly)
- Prometheus metrics sampling
- Backend health monitoring via TCP probes
- SQL query interface with JSON label filtering
- Admin variable integration
