Add TAP test for query rules routing

Added TAP test to verify query routing works correctly for both text protocol and extended query protocol.

Test cases:
  - Test 1: Basic read/write split (^SELECT -> HG 1, others -> HG 0)
  - Test 2: Table-specific routing rules
