ci: add ci-set_parser_algorithm=3-g1 reusable workflow

Add the reusable workflow for the set_parser_algorithm=3-g1 test group,
cut from ci-legacy-g4.yml. This is the GH-Actions counterpart to the
CI-set_parser_algorithm=3-g1 caller that already exists on v3.0.

The group runs SET-related TAP tests with ParserSQL-based SET parser
enabled (set_parser_algorithm=3) for both MySQL and PostgreSQL protocols.
