Since this occurs very early on and to avoid loading essentially every internal resource package, I moved subtype definitions to globals. This allows for subtypes to determine the valid set of CredentialLibraries. For tcp.Targets only CredentialLibaries with credential.ApplicationPurpose are allowed.
