A global role has a `grant_scope` which must be one of: * descendants * children * individual This enforces that a global role's grants either apply to: * All orgs and projects. * All orgs. * An individual set of orgs and/or projects. When the `grant_scope` is set to `individual`, entries for the specific set of orgs and/or projects can be added to the `iam_role_global_individual_grant_scope` table. Separately, a global role can be set to also apply its grant to the global scope by setting `grant_this_role_scope` to true. 2. `iam_role_org`: Roles that are placed in an org scope will be persisted in the `iam_role_org` table. This adds an action to the API that allows pulling out an activation token that can be given to a worker in its config (directly or via env or file). The worker can pass this along with its normal request in place of its normal nonce and the server will automatically accept it.
